Node loss: self-healing

When Erling takes a node out, every workload on it is re-placed lawfully within the same event, with receipts, and no workload is lost.

  1. Erling takes the busiest node out
  2. Jude re-places every workload on it
  3. Check each one is running on a lawful node with a receipt
  4. Return the node

Receiving side: Jude's monitor shows every workload running. Failure path: Erling tries to place a workload on a forbidden node → refused with the reason and a receipt.
